Governor Perdue Announces Executive Appointments

ATLANTA Governor Sonny Perdue announced today the following executive appointments.

Board of Community Health

Frank J. Jones, Jr., 44, Chula – Jones is the chief financial officer for Stafford Development Company and a member of the board of directors.  Jones has been instrumental in community health improvements both in terms of lowering costs for the Stafford companies and improving health care delivery to Stafford employees.  Prior to joining Stafford in 1995, he practiced public accounting with Bowen, Philips & Jones in Tifton, GA.  He served on the board and executive committee of Easter Seals of Southern Georgia and the Tifton Group Home board.  Jones earned a bachelor’s degree from Georgia Southwestern University.  He and his wife, Nicki, have three children.

Richard E. Robinson, 68, Cairo – Robinson is the founder and chief executive officer of Rockdale Transport Services, Inc., a service intermediary in interstate refrigerated transportation.  Previously, he practiced public accounting and served as an executive of the Snapper division of Fuqua Industries, Inc., a NYSE company. He served as chairman of the Rockdale County Hospital Authority and as a county commissioner of Rockdale County.  He served as a member of the Georgia Society of Certified Public Accountants and the American Institute of Certified Public Accountants.  He is a member of the Golden K Kiwanis.  Robinson earned a bachelor’s degree and a master’s degree from the University of Georgia.  He and his wife, Lyn, have two grown children and four grandchildren. 

Board of Juvenile Justice

Thomas C. Rawlings, 39, Sandersville, Judicial Advisory Council  – Rawlings is a judge of the Juvenile Courts for the Middle Judicial Circuit covering Emanuel, Jefferson, Toombs and Washington counties, a position he’s held since 2000.  Judge Rawlings is a 2006 graduate of Leadership Georgia and was named Senior Specialist in Law by the United States Fulbright Commission in 2005.  He serves as a member of the Georgia Supreme Court’s Committee on Justice for Children and the board of directors of the Washington County Historical Society.  He is an adult Sunday school teacher.  Rawlings earned a bachelor’s degree from Duke University and a law degree from the University of Georgia.  He and his wife, Kay, have three children. 

Steven C. Teske, 46, Jonesboro, Judicial Advisory Council – Teske is a judge of the Juvenile Court of Clayton County, where he has served since 1999.  He served as chief of the Atlanta parole district and deputy director of field services of the Georgia State Board of Pardons and Paroles.  He was a trial attorney and partner in the law firm of Boswell & Teske, where he served as Special Assistant Attorney General.  He is on the executive board of the Georgia Council of Juvenile Court Judges as vice president and on the Georgia Children and Youth Coordinating Council as vice chairman.  He serves as president of the executive board of the Southern Crescent Habitat for Humanity and vice president of the Southlake Kiwanis.  He serves on the boards of trustees of the Securus House for Battered Women and the Good Shepherd Clinic.  Teske earned an associate’s degree from Clayton State College and University and a bachelor’s degree, master’s degree and law degree from Georgia State University.  He and his wife, Deborah, have three children.

James P. Kelly, III, 50, Alpharetta, 6th Congressional District – Kelly is the founder and president of Georgia Community Foundation, Inc. and director of international affairs for the Federalist Society for Law and Public Policy Studies.  He serves as the official representative of the Federalist Society on the U.S. National Commission for United Nations Educational, Scientific and Cultural Organization (UNESCO).  He is a member of the State Bar of Georgia, Georgia Judicial Nominating Commission and the Atlanta Estate Planning Commission.  Kelly earned a bachelor’s degree from the University of Georgia, master’s degrees from Georgia State University and Regis University and a law degree from the University of Georgia.  He and his wife, Lisa, have two children. 

State Board of Technical and Adult Education

Elizabeth "Lee Lee" R. James, 45, Columbus, 3rd Congressional District – James is vice chairman and chief people officer of Synovus Financial Corp.  She served as senior vice president and human resources division officer for Synovus Service Corp.  She is a member of Financial Services Roundtable, the YMCA Task Force Committee and the Library Foundation.  She is chairman of the Leadership Development Task Force of the Governor’s Commission for a New Georgia.  She served as chairman of the Alexis de Tocqueville Society of United Way.  She was named among U.S. Banker Magazine’s "25 Most Powerful Women in Banking" in 2003 and 2004 and was named "Woman of the Year in Technology" by the Technology Association of Georgia.  James earned a bachelor’s degree from Auburn University and graduate from the Duke University Executive Education and Cannon Financial Institute Trust School.   She and her husband, David, have two children. 

Board of Veteran Service

Rodney "Rod" N. Casey, 58, Valdosta – Casey served 21 years in the United States Air Force.  A command pilot with over 3,000 hours of tactical fighter experience, he flew four different fighter aircraft, culminating his flying career as a combat-ready aircraft commander in the F-16 Fighting Falcon.  He served on the Tactical Air Command Inspector General Team, where he was once chosen "Inspector of the Year".  He served as Commander of the 450 person Component Repair Squadron and later as Deputy Commander for Logistics at Moody Air Force Base before retiring in 1994.  He is the chairman of the Lowndes County Board of Commissioners.  He serves on the District Board of Health, the Airport Authority, the district board of the Regional Development Center, the Association of County Commissioners of Georgia’s Workers Compensation Insurance board of directors and General Membership board.  He served on the Military Advisory Council for Senator Paul Coverdell and Senator Zell Miller.  Casey earned a bachelor’s degree from Delta State University and a master’s degree from Valdosta State University.  He and his wife, Deborah, have two grown children. 

Rural Development Council

G. Hinson Mosley, 74, Jesup – Mosley is retired from Rayonier, Inc., where he worked for 37 years.  He served four years in the United States Air Force during the Korean Conflict.  He served 14 years in the Georgia House of Representatives, where he was chairman of the Game, Fish, and Parks Committee, chairman of the Natural Resources Sub-Committee of the Appropriations Committee and vice chairman of the Transportation Committee.  He served as a member of the Young Farmers of Georgia, the Chamber of Commerce and the Masonic Lodge.  Mosley graduated from Foxboro Instrumentation School.  He and his wife, Linda, have four children, seven grandchildren and one great-grandchild.
