Governor Perdue Announces Executive Appointments

ATLANTA – Governor Sonny Perdue announced today the following executive appointments.

Board of Governors of the Geo. L. Smith II Georgia World Congress Center Authority

Delos “Dee” H. Yancey, III, 47, Rome, GA – Yancey is chairman, president and chief executive officer of State Mutual Insurance Company.  He serves as chairman of the Georgia Life & Health Guaranty Association and member of the board of directors of the Arkansas Guaranty Association, Louisiana Guaranty Association, Oklahoma Guaranty Association, Wakely & Associates, Inc., American Insurance Marketing Corporation and Insurance Administrative Solutions, LLC.  He is a trustee of the Darlington School, serves on the board of directors of Rome United Community Bank, Rome Chamber of Commerce, Hands on Georgia and Hands on Rome and serves on the Berry College board of visitors.  He is an alumni of Leadership Georgia.  Yancey attended Georgia State University.  He and his wife, Molly, have three children.

Brady L. Rackley, III “Tripp”, 36, Atlanta, GA – Rackley is founder, chairman and chief executive officer of Firethorn Holdings, LLC.  He serves as chairman of the board for BroadSource, Inc. and on the board for the Alexander Tharpe Foundation at Georgia Tech.  He is a member of the Georgia Tech Industrial and Systems Engineering advisory board, served as chairman of the Technology Association of Georgia and a founder of King’s Ridge Christian School in Alpharetta.  He was the Ernst & Young 2000 Regional Entrepreneur of the Year and is a member of the Georgia Tech Engineering Hall of Fame.  Rackley earned a bachelor’s degree from Georgia Institute of Technology.  He and his wife, Blair, have three children.

William “Billy” M. Ray, II, J.D., 43, Lawrenceville, GA – Ray is a superior court judge for the Gwinnett Judicial Circuit.   He served as a Georgia state senator from 1997 until 2002.  Prior to becoming a superior court judge, he was an attorney with Andersen, Davidson and Tate, P.C. in Lawrenceville.  Ray earned a bachelor’s degree, master’s degree and law degree from the University of Georgia. He and his wife, Kelle, have three children.

Georgia Firefighter Standards and Training Council

Franklin “Frank” M. Edwards, 60, Hull, GA, Training Officer Representative (REAPPOINTED) – Edwards is chief executive officer of Edwards Safety Consulting, which provides life safety inspections and classes in fire safety.  He is a life member of the Hull Volunteer Fire Department, associate director of Madison County Emergency Services and a volunteer for the American Red Cross-East Georgia chapter.  Hull earned an architectural and mechanical design degree from Athens Technical College.  He and his wife, Gail, have one grown child and one grandchild. 

Byron E. Lombard, 35, Greensboro, GA, City/County Manager Representative – Lombard is county manager for Greene County.  He serves as fire chief of the Walker Church Volunteer Fire Department and is a certified firefighter, first responder and hazardous materials technician.  He is active in the Greene County Emergency Management Agency.  He is a member and past president of the Greene County Firefighter’s Association.  He serves on the Financial Advisory Services Committee for the Association of County Commissioners of Georgia and is a member of the Georgia City/County Managers Association.  He served on the Greene County Development Authority and the Lake Oconee Area Development Authority.  Lombard earned a bachelor’s degree from Georgia Institute of Technology.  He and his wife, Lovette, have one child.   

Vernon R. Allen, 45, Talbotton, GA, County Government Representative – He serves as chairman of the Talbot County Board of Commissioners.  He is owner and chief financial officer of Allen’s TV Sales & Service.  Allen attended the University of Georgia’s Carl Vinson Institute of Government two-year program.  He and his wife, Pattie, have two children. 

Governor’s Council on Developmental Disabilities

Renee F. Feldman, 64, Athens, GA, Parent Advocate – Feldman is a parent mentor for the Clarke County School District and a self-employed education consultant.  She served as director, treasurer, president and conference coordinator of the northeast Georgia chapter of the Autism Society of America and is a member of Partners for a Prosperous Athens and the Emory Autism Resource Center advisory board.  Feldman earned a bachelor’s degree from Boston University.  She and her husband, Stuart, have two grown children.
